Brandon Howard - Chief Executive Officer

As Chief Executive Officer at Great Ocean Road Health, Brandon has a genuine passion for wanting to make a lasting difference within our community, with a focus on delivering high-quality, person-centred care, close to home.

 

Having worked across South West Victoria, Brandon understands the unique challenges and opportunities within our region. Brandon’s authentic leadership style supports and empowers our staff and volunteers, to ensure we remain highly engaged and continue to foster a positive and empowering culture.

 

Working closely with our stakeholders across the Barwon Local Health Service Network and our community, Brandon seeks to strengthen collaboration and build enduring partnerships to ensure sustainable healthcare.

 

Brandon brings more than 25 years of CEO and executive leadership experience across a broad range of sectors, including public and private health, aged care, disability, youth, and family services.  Previously, he held senior leadership roles with MacKillop Family Services, Anglicare NSW South, NSW West & ACT, and genU. His health sector career commenced at Barwon Health and later included senior roles at St Vincent’s Public Hospital Melbourne and Epworth Healthcare.

 

Master of Business Administration, Bachelor of Commerce (Law/Accounting), Associate Diploma in Business, Member Australian Institute of Company Directors.

Andrea Russell - Director of Clinical Services

RN, Registered Mental Health Nurse (UK) /Diploma Higher Education, Masters Health Care Management, Post Grad Cert Health Research, PhD Candidate at Deakin University.

As the Director of Clinical Services at Great Ocean Road Health, I am passionate about ensuring the delivery of Great Care for our consumers.

My role as Director of Clinical Services involves providing leadership to the nursing team across both Apollo Bay and Lorne. I oversee the safety and quality activities within the organisation which has achieved accreditation in NSQHS, Aged Care Quality, NDIS and diagnostic imaging. I have been a nurse for over 30 years and worked in the UK and Australia in diverse roles within acute, rehabilitation, mental health and aged care services. I have an interest in person centred care and I believe this is essential for improving the care provided and the quality of life for our consumers.  I have recently commenced research on examining consumer choice and risk enablement in falls prevention within Residential Aged Care which aims to explore how we can balance the consumer’s preferences and autonomy with their safety and risk management.

 

 

Shelly Pascoe - Director of Community Services

 

Shelly Pascoe was appointed Director of Community Services at Great Ocean Road Health in August 2021, following her prior leadership as Manager of Allied and Community Services. She brings extensive experience across the community healthcare sector, having worked in community aged care, disability, and early years services

, as well as in local government, the Department of Health, and other community organisations.

 

Shelly is an experienced leader within complex health and community systems, recognised for her commitment to systems thinking, influencing positive workplaces cultures and sustainable service delivery. With more than 15 years’ experience in people and culture management, she works collaboratively with partners, stakeholders, and multidisciplinary teams to ensure inclusive, high‑quality, community‑focused care. She is a strong advocate for sustainable healthcare and is dedicated to improving health outcomes in rural communities.

 

Shelly holds a Graduate Certificate in Healthcare Leadership, Bachelor of Business (Human Resources), a Certificate IV in Workplace Training and Assess

ment, and Certificate IV in Workplace Health and Safety. She is also a Chartered Member of the Australian Human Resources Institute.

 

In her role, Shelly provides leadership across a diverse portfolio including Allied Health, Community Nursing, Health Promotion, Support at Home Packages, In‑Home Support, Social Support, Volunteer Coordination, Youth Work and Neighbourhood Houses

Dr David Mullen - Director of Medical Services
MB, BAO, BCh, FRACGP, MICGP, DRCOG

Dr Mullen is a vocationally trained General Practitioner. He hails from Galway on the west coast of Ireland. He completed his undergraduate and postgraduate training in Dublin. His areas of interest are Minor Injuries, Acute Medicine, Chronic Disease Management and Dermatology.
