Sandy Chamberlin - CEO

BappSc (Radiography), Grad Dip US, MBA Grad Dip Psych

As a CEO, an Executive Director of Infrastructure and Business, Director of Operations, a Chief Procurement Officer, Acting Executive Director Rural Campuses, a General Manager, Medical Imaging Manager, and medical professional I have had thirty plus years’ experience in the health industry leading operations and large capital projects. Sandy is a leader who has successfully managed teams through significant change and delivered on time and within budget, with an engaged team ready to face operational challenges. She is also passionate about health and well-being.

Andrea Russell - Director of Clinical Services

RN, Registered Mental Health Nurse (UK) /Diploma Higher Education, Masters Health Care Management, Post Grad Cert Health Research, PhD Candidate at Deakin University.

As the Director of Clinical Services at Great Ocean Road Health, I am passionate about ensuring the delivery of Great Care for our consumers. My role involves providing leadership to the nursing team across both Apollo Bay and Lorne. I oversee the safety and quality activities within the organisation which has achieved accreditation in NSQHS, Aged Care Quality, NDIS and diagnostic imaging. I have been a nurse for over 30 years and worked in the UK and Australia in diverse roles within acute, rehabilitation, mental health and aged care services. I have an interest in person centred care and I believe this is essential for improving the care provided and the quality of life for our consumers.  I have recently commenced research on examining consumer choice and risk enablement in falls prevention within Residential Aged Care which aims to explore how we can balance the consumer’s preferences and autonomy with their safety and risk management.



Shelly Pascoe - Director of Community Services

Dr David Mullen - Director of Medical Services


Dr Mullen is a vocationally trained General Practitioner. He hails from Galway on the west coast of Ireland. He completed his undergraduate and postgraduate training in Dublin. His areas of interest are Minor Injuries, Acute Medicine, Chronic Disease Management and Dermatology.

Richard Coumans - Director of Finance


Richard was appointed Director of Finance in March 2024.

He has more than 20 years’ experience across multinational and large private organisations.

Richard has a strategic mind and many years accounting experience. He advocates a management philosophy that is open and engaging, and a work environment that is based on respect, humility, and positivity. A lateral thinker Richard uses logical and analytical approaches to resolving business issues by implementing innovative, cost effective and workable solutions. Working collaboratively with all staff across the organization, Richard can quickly gain a strong understanding of critical business imperatives and enjoys being a transformational change leader utilizing 6 Sigma methodology.

Richard is a Certified Practicing Accountant and holds a Bachelor of Commerce in Finance.
